Kenneth P. Quinn

Mr. Quinn is a partner and co-leader of Pillsbury’s top-ranked aviation practice. He also serves as General Counsel and Secretary of the Flight Safety Foundation, and Editor-in-Chief of The Air & Space Lawyer, the legal journal of the ABA Forum on Air & Space Law.

For the third year in a row, the Chambers USA 2008 Guide singled out Mr. Quinn for praise and ranked Pillsbury’s aviation practice as “National, Tier 1.” He represents airlines, aerospace companies, airports, Fortune 500 companies, developers, on-line travel companies, global distribution systems, private equity and hedge funds, and aircraft lenders/lessors in a variety of regulatory, litigation, acquisition, antitrust, enforcement, legislative, product liability, and criminal matters.

His recent efforts include serving as counsel to the cities of New York and Chicago on airport and congestion matters. He is representing several companies regarding requests for airline antitrust immunity. After his successful battle to gain U.S. DOT certification for Virgin America, he represents the carrier on multiple matters. He serves as Special Regulatory Counsel to Frontier Airlines. Mr. Quinn is a preferred provider of legal services for one of the world’s largest leasing companies. He represents multiple aircraft and engine manufacturers on certification, regulatory, and enforcement matters. He counsels municipalities, energy companies, and developers in airspace hazard matters, advises companies involved in the use of corporate aircraft, and represents entities in airline, fixed-based operator, aircraft, and maintenance company acquisitions. He represented MAXjet Airways in bankruptcy and regulatory matters. He is litigating cases in the Second Circuit, Eleventh Circuit, and Ninth Circuit Courts of Appeals for airport and airline clients. He has represented multiple clients in FAA and NTSB investigations and criminal prosecutions after airline crashes. He is currently serving as the Chief Judge of an AAA/ICDR arbitral panel in an aviation dispute between two airlines.

Mr. Quinn was Chief Counsel of the U.S. Federal Aviation Administration from 1991–93, and served as counselor to the Secretary of Transportation from 1989–91. He was a Senior Advisor to the Office of the President-elect in 1988.

He has been listed in The International Who’s Who of Aviation Lawyers since 2004. He is also listed in Euromoney's Guide to the World’s Leading Aviation Lawyers and in Who’s Who International Aviation Lawyers. He is a member of the Wings Club, International Aviation Club, Aeroclub, Airports Council International–Legal Committee, National Republican Lawyers Association, British American Business Association, Army-Navy Country Club, and the Federalist Society.

He is a member of the District of Columbia and Illinois bars, and admitted to practice before the D.C. Circuit Court of Appeals and Northern District of Illinois. He holds a JD from DePaul University College of Law (1985), with Honors, where he was an Editor of the DePaul Law Review, and the A.S.I.L.S. International Law Journal. He holds a B.S. degree in Finance from Northern Illinois University (1982).

Mr. Quinn also serves on the Parish Pastoral Council at the Cathedral of St. Matthew the Apostle in Washington, D.C., and serves on its Stewardship and Development Committee. He is a third degree in the Knights of Columbus.

Mr. Quinn lives with his wife and five children in McLean, Virginia.
