For guiding the transformation and modernization of the CAAC to enhance Chinese aviation safety at a time of unprecedented expansion of the air transportation system.

Minister Yang led an extensive restructuring of the regulatory system and strengthening of the training system to improve the CAAC’s safety oversight capability. The minister mandated the merger of state-owned airlines to strengthen safety management by creating a large resource base of technical specialists. He founded the CAAC Flight Standards Training Center and the CAAC Civil Aviation Safety Academy of China. Minister Yang established high standards for selecting leaders for key safety departments at CAAC and has emphasized international cooperation.

Under his leadership, China’s aviation accident rate has been reduced from 2.5 accidents per million flight hours to 0.5 per million flight hours during a period when China’s commercial airplane fleet nearly tripled.

Flight Safety Foundation is pleased to recognize Minister Yang Yuan Yuan for his demonstrated success, improving aviation safety at a time of rapid growth in air traffic.
