The Laura Taber Barbour Air Safety Award is presented to Kay Yong, Ph.D.
For his key role in establishing the Aviation Safety Council (ASC) as a fully independent accident and incident investigation organization that is widely acknowledged as a model of its kind. As managing director of ASC since 1998, Mr. Yong established in his organization the industry’s best investigative practices. He was instrumental in advancing the concept in Taiwan, China, of identifying safety deficiencies and urging remedial actions. To support the concept, he provided research and lent his persuasive skill that initiated reforms in the regulatory climate. Mr. Yong’s dedication and professionalism, and those of ASC, were demonstrated as he led the investigations of two major aviation accidents: Singapore Airlines Flight 006, at Chiang Kai-shek Airport, and the in-flight breakup of China Air Flight CI611. The investigative results of the Flight 006 accident have led to safety actions that have improved airport-surface operations worldwide. The results of Mr. Yong’s team’s efforts have already led to important safety improvements in airline maintenance and inspection programs, which have been well received by the aviation industry.
