The Laura Taber Barbour Air Safety Award

is presented to

Capt. Edmond L. Soliday (retired)
United Airlines

For contributing significantly to the safety of commercial aviation by encouraging and leading airlines to implement flight operational quality assurance (FOQA) programs and other programs to share safety information.
As a United Airlines pilot for more than 35 years — most recently a Boeing 757/767 captain — Capt. Soliday has held a number of leadership positions, including flight manager of the airline’s Chicago O’Hare International Airport pilot base, assistant to the senior vice president of flight operations, director of corporate safety and administrator of the human factors pilot training program. From his January 1995 appointment as vice president corporate safety, security and quality assurance until his retirement, he was responsible for flight safety, on-board customer safety, ground safety, environmental protection, emergency response, protection of people and assets, fraud investigation and counterterrorism.

For the aviation industry, he chaired the Air Transport Association of America (ATA) Safety Council and served on the FSF International Advisory Committee and the International Air Transport Association Safety Advisory Committee. Among his efforts to improve systems required to prevent aviation accidents and to reduce safety risks, none has been more effective than his leadership throughout the development of FOQA programs. Capt. Soliday was chosen by ATA, anticipating publication of the Foundation’s 1993 FOQA study and recommendations, to lead the ATA FOQA Steering Committee. Since then, FOQA programs have been recognized worldwide as the premier safety tool within a broad set of airline safety programs.
