The Laura Taber Barbour Air Safety Award The Award was established in memory of Laura Taber Barbour to recognize outstanding achievement in the field of aviation safety — military or civil — in method, design, invention, study or other improvement. The Award, administered by Flight Safety Foundation, Capt. Richard Slatter, C Eng, FRAeS For outstanding contributions to the identification of factors involved in controlled flight into terrain (CFIT) and approach-and-landing accidents (ALAs) and to the development and implementation of methods to prevent CFIT and ALAs. Capt. Slatter has worked tirelessly since 1990 as a member of the Flight Safety Foundation (FSF) CFIT Steering Committee, the FSF international CFIT Task Force and the FSF international Approach-and-landing Accident Reduction Task Force, which have developed practical solutions to problems that cause the majority of aviation fatalities. He has been instrumental in the implementation of changes to International Civil Aviation Organization (ICAO) regulations and standards and recommended practices that aimed to prevent these types of accidents. Examples of the changes include amendments in 1996 and 1998 that led to improved design of nonprecision instrument approach procedures, broader requirements in 1998 for the use of the ground-proximity warning system (GPWS) and requirements in 1999 for GPWS with a predictive terrain-hazard warning function.
