Flight Safety Foundation For Outstanding Service is presented to Valery Georgevich Shelkovnikov
Flight Safety Foundation is pleased to recognize Valery G. Shelkovnikov for his initiative and dedication in applying lessons learned from worldwide experience to accident prevention in the Soviet Union and Russian Federation. As head of the civil sector of the Main Center of the Unified Air Traffic Control system, the Chief Directorate of Air Traffic Control of the Ministry of Civil Aviation of the USSR from 1980 to 1990, and of the Commission for the Regulation of Air Traffic of the Russian Federation from 1993 to 1996, he worked with representatives of the world aviation community. They included leaders from ICAO, FAA and Flight Safety Foundation, as well as Dmitri Nikolaevich Tarasevich of the Flight Safety Foundation International of the CIS. Through intense study of the literature on risk management and a thorough analysis of the state of air traffic control in the Soviet Union, Shelkovnikov formulated a system of foundation beliefs concerning accident causation and prevention that guided the reforms that he introduced over the years. They took into account such elements of modern safety theory as the need for individual responsibility, the interrelationship of causes, investigation of incidents as well as accidents, psychological study of causal factors and voluntary reporting systems. Today, Shelkovnikov is president of Flight Safety Foundation International, which has operated successfully for 16 years. Under his guidance, FSF–International is a major contributor to the exchange of information on flight safety and the conduct of international seminars, and makes annual awards to aviators for outstanding safety-related achievement, courage and heroism in the execution of flight duties and other services in the field. Flight Safety Foundation is proud to recognize Valery Georgevich Shelkovnikov for significantly improving the standards of air traffic control in the Soviet Union and Russian Federation, and his work on behalf of information exchange through Flight Safety Foundation International.
