Flight Safety Foundation presented to Ivan Efremovich Mashkivsky For his extraordinary technical expertise, vision and leadership during the past four decades, improving civil aviation safety many ways in the former Soviet Union, in Russia and in the Commonwealth of Independent States. As holder of many key posts in civil aviation, Mr. Mashkivsky made extensive contributions to advance attitudes about the importance of aviation safety. As a decision-maker in the Soviet and Russian governments responsible for aviation safety, he proactively promoted flight safety and the prevention of serious incidents and accidents. His leadership in accident investigation has benefited the safety awareness of aircrews. His courage and foresight as director of Gosavianadzor resulted in the separation of this vital safety organization from the Ministry of Civil Aviation and the state airline, Aeroflot, thereby ensuring independent oversight of the Soviet aviation industry and operations without political conflicts. Mr. Mashkivsky also actively promoted cooperative programs between the Russian Federal Aviation Authority and the U.S. Federal Aviation Administration to harmonize their airworthiness processes, opening the way for a Bilateral Aviation Safety Agreement. During the difficult transition from the Soviet flight safety control system to the present system, Russian aviation was confronted with a “time of troubles” in 1994, when a series of accidents focused attention on aviation safety in the region. As head of the General Inspectorate for Flight Safety, Mr. Mashkivsky led and developed a comprehensive program to perform a joint Russian-American evaluation of the air transportation system, activating a plan to improve safety structures and practices that has resulted in an overall improvement in Russian aviation safety. Mr. Mashkivsky’s direction and vision have been manifested in bold action that has effectively promoted aviation safety in Russia. In his current role as chairman of Russia’s Flight Safety Foundation International, he continues to serve as a watchdog of the civil aviation community by providing advice and supporting programs in all facets of aviation safety.
