The Laura Taber Barbour Air Safety Award Established in memory of Laura Taber Barbour to recognize outstanding achievement in the field of aviation safety military or civil in method, design, invention, study or other improvement. The Award is administered by Flight Safety Foundation This certifies that the Award for the year 1997 has been presented to William G. Laynor For his successful efforts to encourage the development of systems that have substantially reduced the hazards in the airspace system, thereby contributing to the safety of commercial aviation. Serving in senior management positions in the U.S. National Transportation Safety Boards (NTSB’s) Bureau of Technology and Office of Aviation Safety from 1980 until his retirement in 1996, Mr. Laynor made numerous and noteworthy contributions to the NTSB’s technical expertise and excellence. Mr. Laynor’s work helped identify the hazard of wind shear. He drafted numerous safety recommendations to counter the wind-shear hazard that were adopted by the NTSB. Largely because of his original work, the entire commercial aviation industry and the U.S. Federal Aviation Administration have collaborated to develop more sophisticated wind-shear detection and warning systems. Mr. Laynor strongly supported the development of systems to reduce the threat of midair collisions. He drafted safety recommendations adopted by the NTSB urging improvements to provide pilots with ground-based and airborne early warnings of collision threats. For stimulating improvements in the airspace system that have augmented safety for commercial aviation passengers and crews, Flight Safety Foundation is pleased to recognize William G. Laynor.
