Flight Safety Foundation For Outstanding Service is presented to Dr. Vladimir Davidovich Kofman
For more than 40 years of outstanding contributions to accident investigation and accident prevention. Dr. Kofman has been directly involved in some 200 investigations, more than 50 of which had international aspects. He was a pioneer in developing an independent investigative approach in the Soviet Union and the Russian Federation. The Research and Analysis Center, created under Dr. Kofman’s supervision, enables safety investigations to use state-of-the-art methods, tools and equipment. He is respected worldwide and has been invited to provide technical support to the U.S. National Transportation Safety Board and the U.S. Federal Aviation Administration. Dr. Kofman has greatly facilitated progress in international cooperation on behalf of aviation safety and accident investigation. He has been a speaker at many international seminars and conferences organized by the International Civil Aviation Organization, the International Air Transport Association, Flight Safety Foundation and the International Society of Air Safety Investigators. Dr. Kofman’s numerous methods and recommendations for prevention of hard landings and runway excursions, and for responses to unusual flight attitudes, have significantly contributed to a reduction in related accidents. Further accident reduction is credited to his extensive research in flight under icing conditions and icing effects on aircraft stability and controllability.
