Flight Safety Foundation presented to John R. Hallinan
For his creation and continued leadership of the Capstone Program, which has brought the benefits of modern, technically advanced avionics and ground services to commercial and private aviation in Alaska. In 1998, Mr. Hallinan launched an initiative to improve aviation safety in Alaska, where difficult geographical and meteorological conditions, along with a poor navigation, surveillance and communications infrastructure, had contributed to a relatively high accident rate. A longtime pilot with an aviation safety inspector background, Mr. Hallinan produced an efficient strategy involving a government-industry partnership to promote flight safety. The Capstone Program was based on identifying user needs, confirming causal factors of small-airplane accidents in the state and then selecting solutions that could be delivered affordably with existing or emerging technologies. New equipment and associated pilot training have added or improved automation, digital data link communications, global positioning system navigation, advanced cockpit displays, automated weather observation systems, satellite-based communications and global terrain databases. The result has been a documented 47 percent reduction in accidents for Capstone-equipped aircraft in the Alaskan areas where the program has been demonstrated.
